Bylaw adoption

Background

Following a review of our Public Amenities Bylaw, we think that some changes are needed to make a better fit for the community. We are proposing to change the name of the Bylaw to the Cemeteries Bylaw because it now focuses on issues directly related to cemeteries.

The previous Bylaw was largely made up of clauses for the operation and management of cemeteries but also included some clauses for other public amenities. The parts unrelated to cemeteries have been included in the new Community Safety Bylaw, which is also currently up for consultation. Towards the end of last year, we undertook some early engagement on the Public Amenities Bylaw (now proposed to become the Cemeteries Bylaw). We held some pop-in events, asked for your thoughts through a survey, and arranged some targeted community meetings. You can see a summary of the feedback here.

This engagement helped us to identify areas where the Bylaw is working well, and areas that could be changed to meet the needs of the community.

We learned that respectful behaviour at our cemeteries is important to the community. Our staff who work at the cemeteries also highlighted the need for well-maintained cemeteries and suggested prohibiting breakable containers as memorials.

What's happening now?

We’ve drafted a Cemeteries Bylaw that we think addresses the issues raised by our community, and want your input. Your feedback helps us to ensure our cemeteries remain respectful and peaceful places.

The purpose of the draft Cemeteries Bylaw is to:

a)            Enable us to facilitate the safe, orderly and efficient management of cemeteries under our ownership or control.

b)             Minimise the potential for offensive behaviour in cemeteries under our ownership or control.

This Bylaw addresses important issues like burials, installation and maintenance of monuments, safety and work practices, vehicles, animals, behaviour and nuisances within cemeteries. It also sets out the offences and penalties that may apply to this Bylaw.

The draft Bylaw is not final, and there are other options that could be considered and be incorporated. If you agree with the proposed changes, think something is missing, or you think another approach would be better, let us know!
