Easter Sunday. Shops open… or not? 

Easter Sunday. Shops open… or not? By law, most shops across New Zealand stay closed on Easter Sunday. Dairies, petrol stations, pharmacies, and cafés or restaurants are always exceptions. Local councils, including ours, can give shops the choice to open - and workers always get the final say. 

Why are we reviewing this? 
  • We’re required to review the Local Easter Sunday Shop Trading Policy under statutory requirements. 
  • Regular reviews help to ensure the policy remains clear, up to date, and compliant with legislation. It’s also a chance to check in and make sure it still works for our community. 
What are we proposing? 

We’re proposing to keep the current approach, which allows shops to open if they choose, with only minor wording updates to improve clarity. 

What does this mean for you? 

If the policy is adopted as proposed, here’s what it could mean for you: 

Businesses: You can continue to decide whether to open on Easter Sunday. 

Employees: You don’t have to work on Easter Sunday if you’d rather not — the law supports your right to say no. 

Community members: You’ll continue to have the choice to shop locally on Easter Sunday. 

Faith and cultural groups: We want to hear from those for whom Easter Sunday has religious or cultural significance. 

We want feedback from everyone - business owners, employees, customers, community members and faith-based organisations. Your input will help ensure the policy remains fair, practical, and reflects the needs of our district.

Under the Shop Trading Hours Act 1990, most shops (apart from some shops like dairies and service stations) must close on Easter Sunday unless a council has a policy allowing them to open.  

Councils are not required to have a policy. Our policy has been in place since 2017 and provides shops with the choice to open if they want to.
